Bengal is taking a legal "diversion" to allow juvenile offenders charged with non-heinous offences be with parents while serving out their rehabilitation programme, instead of the typical practice of keeping young delinquents at a detention centre. "FIRs will not be lodged against children who have committed petty and serious offences... The police will lodge general diaries and inform the juvenile justice board," state women and child welfare minister Shashi Panja said.
